9 Houston city conucil members along with the mayor pass an ordinance approving and authorizing contract between the City of Houston and Homeless, INC, providing up to $133,883 in General Funds to assist in the administration and operation of the emergency Moblile Outreach Program.

Homelessness When did it Start?

Homelessness is quickly spreading consuming some in its path. As you look around you there are people sleeping out doors evreywhere. There are small children playing in the street as they take no time to wonder where they will sleep. They barely have anything to eat, and still they hold their heads up with dignity and a sense of pride. They depend on mommy to always be by their side. Men, and women stand on street corners with their signs held high as they look every passer a by straight in the eyes. Will work for food or homeless their signs will say. I implore you please give help to the homeless today.

Texas cities may provide hospitals, libraries, parks, paved streets, police protection, airports, water and sewer service, helath clinics, and fire proctection for their residents. " Mr. Teannahill stated " In 1913, the Texas legislature prroposed and the voters approved an amendment to the state consititution to allow a municipality with 5,000 or more people to become a home-rule city, which is a municipality that can take any actions not prohibited by state or federal law or the constitutions of the United States or the state of Texas. in contrast to general-law cities, home-rule cities are not burdened by the limitations of Dillion's rule."
